In #8942, scheduled action workflows were changed to be disabled when an error occurred in creating a scheduled task. The intent was to cover static, persistent errors, such as an "invalid YAML file" and "parse the scheduling specs", but the change was applied to all errors, including database errors. This has caused transient errors and deadlocks to disable scheduled workflows, as noted in #11114. This fix classifies all the errors that come out of `createAndSchedule` into being either a "persistent scheduling error", or not. The logic to disable the workflow is isolated to the persistent scheduling errors only. The existing unit tests introduced in #8942 (`TestServiceActions_startTask`) cover the existing logic to disable a workflow, and therefore test that the persistent errors that the original change was designed around still mark jobs as disabled. Additional tests have been added where it's possible to trigger the `ErrPersistentScheduling` logic with evident error cases. Fixes #11114.
